The coolest solution would be for someone to make a new Moodle question type that combines this sort of interface with this sort of grading. But don't hold your breath for that.

Yes, that's it. The question import/export forms. These have the added bonus they were done by Jamie Pratt, the inventor of formslib, so they must be done right.

From any course page, click on 'Questions' in the admin block, then click on the import or export tab.

Yes, there are some issues in the tracker about making this work properly, some of which have helpful code attached. But I still have not had time to get my head round it, and get the right code checked in to make it work reliably.
