The basic idea is to control the permissions quiz/grading:viewstudentnames and quiz/grading:viewidnumber in the quiz (e.g. by removing those permisisons from teachers.) Sorry, no time to write more now.

Hi Mandy, Forums at the OU can be set up to allow reactions (like 'Thumbs up') which is probably what you are looking for.
This options is not enabled by default, but try asking for it to be enabled on some of these forums you use.

Is the logic for when you can remove a submission any different for the logic for when you can edit a submission?

That is a know bug. MDL-86621. A fix is being worked on.
The work-around is: use the 'Questions' link to go to the question bank. Then at the top of the page is a navigation dropdown where you can switch between Questions / Categories / Import / Export.
