If you don't have them in your present questionnaire directory, then you can download the Questionnaire module, and just extract the images you need and upload them to your present questionnaire directory.

As far as the moodle system goes, it is possible to make the kind of question you describe above.
My understanding is that the quiz module saves each item with a corresponding unique number in the database. So, using your example, the first 'California' could be given an id number of '7' and the second 'California' an id of '8', and so on. So when a student answers this question, the system knows which 'California' matches which city. The problem of course is that the student does not know which 'California' is which.
It is not possible at the moment to set up a matching question that allows 'California' to be Correctly matched with any of the right answers. So, I can think of two possible solutions:

It is already possible to upload several pictures or documents at the same time.
All you need to do is to package all your files into a single zip file, then upload that zip file to your course 'Files' folder. Once there, you will see the word 'Unzip' to the right of the zip file, in the Action column (see image below). Click on the word 'Unzip', and then all the items you uploaded within the zip file will be available to you when making quizzes, or any other task.
