Moodle 3.7 "Course Layout" Show one section per page no working

So this is an issue as old as moodle 2.7 - so a bug from 6 years back right?

Setting this to ONE section per scroll (to avoid hundreds of images and videos trying to load into one page) DOESNT WORK until you then choose a topic form the menu. It really should do this as default. WHy? because if you are important hundreds of courses, and this setting is already set then you should have to manually choose a topic for it to "kick in"

Worse still,  no pointin the admin doing this as a manual workaround, as its an user "memorised setting" so all users will themselves experience this huge page load of hundreds of topics videos and images that brings the browser to a standstill.

Now- if I am doing something wrong, apologies please tell me - I am desperate to be proven wrong as it means this daft bug (sorry daft feature) has been long fixed - but I dont think it has?

Thats the ask basically. I really hope there is a M2.7 or M3.7 (where we are upgrading to) plug in or something similar? (Rather like when you look at a photographers web portfolio and if you mouse over or clisk the image - a large version appears as a sort of overlay that can then be closed with an X

I must be doing something completely mad but for some reason one course on my dev site simply will not show me the topic edit button that SHOULD of course appear in the top right of every topic.

YES - the course menu on the left has been clicked to turn editing on. And even though I am site wide admin - I still cannot see the crucial edit button. I have EVEN tried adding myself as a teacher (editing teacher - but in Moodle 2.7.3. they are just called teachers) and still I am not able to see the topic edit button.

Other courses are fine, no probs , so what gives? Why this course? Why no edit button. Bizarrly I have an edit button on a news forum, but I wan to do a topic cotent edit - and I cant...

I have been working with Moodle 2.7.3 for many months now but this is new and clearly there is some weird functionality (or a bug?) that is stopping m dead in my tracks.

Any help  greatly appreciated as I am on a deadline and more than a little irritated by this "feature"

Hi - We've looked everywhere and spoken to almost everyone (well those Moodle Partners that manage to answer the phone or even HAVE a phone - you know who you are) and we've drawn a blank.

I thought Multi-tenancy moodle solved this - clearly not - show us one case example of a moodle install across multiple locations where each location can only (and should only) see their own teacher and classroom (or rooms) and I will be amazed (and indebted)

But apparently moodle is still stuck to this one-site limitation. (and no MNET, Totara for sure cant do this - others - THEY'RE not sure!!)

Amazing how the simplest of questions - results in deafening silence of solutions!

ANY pointers welcome, but I wont get my hopes up....
