I am having trouble restoring courses due to a duplicate stamp in the question table. Looking at the table I have about 8 or more copies of questions (all marked random) which have nothing showing for question text but have the stamp field the same. Is it safe to delete these?

Basically, yes, that is how it works in 4.5. It has been a problem for years.
5.0 and beyond include a total rewrite of the question bank but unless 5.1 or 5.2 have resolved the issue, the problem of question duplication might not been resolved as yet.

Are you sure things were submitted during that time frame?

I believe that this is actually a setting. You can set your gradebook to not include grades from hidden assignments.

I pretty much guarantee that is going to time out - it is a huge course...you could try restoring through cli - that might help - you might look at moosh plugin to help with cli commands. Without knowing server and network config, impossible to know why it is being so slow.
