In case HQ people don't see this, how about contacting the Moodle.org form for community sites issues,r eferencing this post?
Presumably they added the five posts in a day restriction because of spammers, but I would assume after 24 hours you should be able to post again.

Looking at the versions in the Plugins directory https://moodle.org/plugins/theme_snap/versions it seems to only be compatible up to 4.5 - and you say you are running 5.1.
