I think this licence enrolment must be a contributed plugin that isn't in standard and which I can't find in the Moodle plugins directory - perhaps you can go to Site admin > Plugins > Manage plugins and get the information about this licence plugin? (Actually I couldn't find it via Google either, so would be interested to know more about it)

Subsections is available from Site administration > Plugins > Manage activities and then opening the 'eye' of Subsections. Do you not see Subsections disabled when you click Manage activities?
