Hi Rick - yes there was a discussion about this and the decision was made to leave the manual mark as done button visible. This is because for File, Label and URL resource with manual completion - depending on the settings -  it might not be possible to have the button when you click into the resource. (For example you can't click into a label) So it was decided that, rather than have Mark as done always visible on the course page for those three and then have it following the behaviour of the rest of the conditions everywhere else, it was decided to have the Mark as done button always visible for all resources/activities.

Why not avoid PHP development and use group icons? Look at the icons next to my name - the show I belong to certain groups on this site, which is a bit like your roles and does not involve coding if you don't know what you are doing. Obviously you have to add them manually to the groups so if you have thousands of users it is not possible but it is a quick fix to consider.
