This is a not an answer to your question, sorry , but an alternative: the workshop module is a very good way of allowing students to view and rate each others' work - it might be worth setting up your task like that.

No; they will still be Admin as well unless you take the admin role off them.

Are you saying they are just not uploading at all? That is odd. Have you tried the 'upload a single file' assignment instead?

OK - assuming you have multimedia plugins enabled and you have linked to it in a label (type some blank spaces then select them and add the link ) ...then have you tried using other multimedia such as videos(wmv)? Do they work? Just to see if your problem is specific to mp3 or not.
