Hello Alan. Not a solution but just a suggestion: is there any way you can edit that video, either to condense its file size down from 98 MB or else (how long is it in minutes?) cut it up into smaller chunks and upload them separately?

Log in as administrator and click Site administration (on the left) and then Users > Browse list of users. Next to each user on the right you will see a delete icon. Click that delete icon (bin/trashcan) to remove them.

If you download Moodle 4.0, bear in mind that  it will change regularly - so unless you keep constantly up to date with the releases leading up to the Big Day, then the QA site will be newer, since it gets updated every day with the latest fixes for testers to test and people to try out.
