Also please look at the Moodle Admin Basics course currently on the site learn.moodle.org. It is free and self paced and designed for non techie admins - especially those using MoodleCloud as James said.

Hello Bianca. I have actually gone back to the time when the feature was introduced, and my impression is that actually this "audio description" is for providing a text description such as in VTT format.
If you really need to register them, then as mentioned in the documentation Site registration you could the Moodle.com contact form, selecting Community sites and then Registering my site and sharing a screenshot of the error message you are getting.
