Hello Peter. I might be mistaken but I don't think it is possible just to have a capability to add sections but without the full ability to update the whole course.
Hello Visvanath. I noticed this too, also with my development site, so your post prompted me to go and look it up and I found this: MDL-66776 (You can turn it off from your notification settings apparently, if desired.)
