Are you using the standard Boost theme? And can you make a quiz in our Sandbox site to check?
Also I checked on our Mount Orange demo site and the "Grade items setup" option is definitely available for older quizzes too.

Just replying here to say that Nicolás contacted Moodle community support and we were able together to resolve this issue for him.

John - you can't make courses as a teacher on this site, if you mean the site Moodle.org because it is not for running courses but for asking and answering questions about the use of the free software Moodle. If you want to use Moodle as a teacher you either need to find the admin of the Moodle site your organisation uses - or if you are not part of an organisation then you can get started teaching with moodle by getting a MoodleCloud site.
