I wondered that too, because I can also see your issue in the list of issues, Shirley, and I'm sure I had a similar message a while back. I think it is referring, not to public visibility of all new issues, but to visiblity in the configuration of a specific board. (Thus, the message is confusing.)

OK - then here are few more things to think of and explore:
  • Which roles see this Participants link? Can you confirm if a regular student logs in with their account (not an admin logging in as them)  they do see this Participants link? And what does the student see when they click onto the link?
  • If you as admin go to the Site home page and you click on Participants - then you click the arrow next to Enrolled users and click Assigned roles - do you see any roles assigned in that list?
  • Can you check who has the capability moodle/site:view participants? That is safe to check - it doesnt involve changing anything
