Can you post the actual screenshot where you see this message?

Ok:

(1) Just above where you took that screenshot, in Site admin>Users>permissions>define roles>student -do you not have the following...

If you don't see this, and you are the site admin, then there is something wrong with your install.

(2) Just to double check something - go to Site admin>users>permissions>Assign system roles and tell  us what you see there. And also go to Site admin>users>permissions>Site administrators. What do you see there?

(3) What is your default role for all users in Site admin>users>permissions>user policies?

First of all  -go to the course and go to Course administration>Users>Enrolled users and ensure you have not enrolled them as teachers instead of students. Then if not, come back and let us know and there will be some other suggestions.
