I am not an expert on this but it seems to me not all hosts allow you access to or visibility of the php.ini file - i recall on some sites I had to ask the webhost to alter the php file for me because I couldn't get it it myself - whereas on others where I had total control, I was able to see it fine.

Have a look in Site administration/server/php info and look at the configuration file path.

I would say this is because in the second course you have only checked/ticked the box for the quiz due date whereas in the first course both the open and close date boxes are ticked/checked.

If I remember correctly - 1.9 is very old now - the admin can decide which roles appear in the course description from Administration>Courses>Course default settings. Have a look there.
