Hello there. I think those bullet points are because the text has been copied from Word and that sometimes corrupts the course page meaning you can't -easily - delete things. In what way can you not delete the unwanted resources? Are you saying that when you click the X it doesn't do anything? You might like to try looking at these videos: (Also - you are using Moodle 1.8.3 which is very very old and unsafe, so it might help at some point if you are able to consider upgrading.)

 or else, if not:

Perhaps using an alias from their private files or Dropbox  might do this? See Working with files
