Ah.. are you using Moodle Workplace™? The course catalogue isn't a feature of Moodle LMS and what you are describing sounds to me like Workplace.

Yes you're right - groups cannot submit - which is why I said it is not quite what you want. But you can indeed allocate one person to submit on behalf of the group.

Not quite what you want, but would the Workshop activity be of any use? Because you can make reviewing anonymous.
