Do you think that you could open up config.php and enter the database info manually? (You might have to open up config-dist.php, enter the appropriate values, and save it as config.php.)

Cron info is here - http://docs.moodle.org/en/Cron
It is very odd that you are permitted to run cron once a day. This is the first time I have heard of that. Strange...
Anyway, to run cron.php from your browser, you would browse to a url something like this one - http://www.yourwebsite.com/moodle/admin/cron.php
If you get it right, you will see something like the screen capture below.
