Just a thought... is it possible that you are trying to create a TEXT page resource, as opposed to a WEB page resource? In the first case, you will not see the editing toolbar in the full text section.

Hmmm... Is it possible that the eintire section in which the activities are located is hidden? If so, you will see them, but the students will not. If you see something like the screen capture below, left-click on the closed eye.
