I am still using 1.6x, so I may not be aware of a roles-based solution that may very well be possible in 1.7. That is worth investigating, I think.

In our version, you would, indeed, have to enroll teachers as students for them to respond to your feedback. Well, what I should say is that *I* have never found any other way to do this with the feedback module, anyway.
