I am not sure that you will find ready made courses or IMS packages for that sort of stuff, but I bet there are lots of Moodlers out there who would be willing to write you courses if you gave them the documents they needed in some other format. for a fee, of course.
If you have a training manual in MS Word, for example, there are lots of ways to "translate" that into a Moodle course.
Just a thought.

I would probably create an empty course and then import the stuff I wanted from the first course. This is described at http://docs.moodle.org/en/Import_course_data
This will allow you to choose which items you want to copy as well as whether or not you want to copy over student data.
