Thanks Koen! That operation eliminated 12 k 'random' questions. No big relief compared to the total of 2 M questions we have. Still something.

No! If I knew, I wouldn't have asked. I'm in disbelief. Apparently there are no answers, or too late for me for an answer - when a server regularly crashes two weeks are an eternity. I hope the information posted in the thread will help you ultimately to find a solution to your version of the problem. AFAIC the thread is CLOSED marked NOT SOLVABLE.
In fact, I thought of the non-editing teacher role. Currently, Moodle 4.1 LTS, the question creator and question sharer roles exist, but not properly used.
If in 4.6 and later, the solution is to add moodle/question:useall capability to the non-editing teacher role and to give the question borrowers that role in the master course, that solves our problem. Whether the moodle/question:useall capability is default in the non-editing teacher role or not is a minor detail (for us).

A simple question that must have been answered already. I'm in too many places and could have missed it. The question is, the question borrowers need to be teachers in the master course (from which they take questions to their courses), right? What if they break things in the master course by mistake?
I have a real case - part of the teachers, who use Moodle in a blended setup don't (want to) understand Moodle. Still they are supposed to conduct tests on Moodle. So others who understand Moodle add questions and whole tests (quizzes) to the master course, these teachers just serve themselves through the Sharing cart.
