We have no clue about your network setup. Even if we had the subject of these forums is Moodle, not computer networking. In addition Moodle doesn't encounter the network directly, there is the operating system between them. Obviously, for smooth operation of Moodle a smoothly functioning network is a must. As already mentioned it is a subset of TCP connections, incoming and outgoing. Talking of remote database servers, the communication between the database server and the web server is the most critical, I would say even more critical than user HTTPS. A simple request be a user, say to open a course home page, can result in a whole series of database queries.

No, somebody else needs to take over. I have no idea why the localhost needs a SSL certificate and, if it really needs, where to get one, other than self-signing which browsers will not recognize.

Assuming that these are the "before" and "after" tests to prove that the treatment in-between had an effect, you can't give the exact same test. Isn't it tainted once the "before" test has been out. Naturally, the content must be the same, the level of the questions must be the same - but not exactly the same questions! If so, the way Moodle create random tests as Mary explained is the right one.
