Understood.

Then wait till t(second post) + 31 to post number 7, and so on.. Makes sense.

Here "post" (as a verb) doesn't mean I can open the editor and wait to post, rather I can't open an editor, right?
 
P.S. You see, I am testing. Two posts starting at 09:29 CET so far.

How do I understand that? For example, I can keep on posting in a forum every 6 minutes with no obstructions?

That blog article may not highlight how dramatic the policy decision is. Here is a dramatic version "Germany BANS Microsoft Completely - Europe Cuts USA Tech From Government, Digital Sovereignty" (search in that long enshittified tube).

There goes the decision Microsoft bought from the ISO. Yes, unfortunately based in Switzerland. We bought ISO memberships for our tiny company budgets and went there to try to sway the decision - where I had the great opportunity to watch "executives in immaculate suits licking boots".

Twenty years have passed since then - I wonder where those manages today are.

Yes, I watched the presentation yesterday, at the Moodle Community Meeting yesterday.
 
I have a fundamental question though - asked this in the chat but didn't get a satisfactory answer: The whole report and the solution is about clearing the damage caused in the Moodle's question banks during the whole series 4.0-4.5, right? If so, what was the tracker issue?
