I appreciate you spending so much time on this. But you are broadening the topic at the same time, I'm sorry.
 
My issue is very specific:
1. My Quiz 1 has two Yes/No questions (see OP, I don't know where the Essay type came in)
2. Its completion condition is "Receive a grade"
3. Quiz 2 is restricted to Quiz 1 being completed.

In the example I bring, my dummy student got one question right, one wrong. So in my understanding, he must be allowed to take Quiz 2. But he can't!

I gave the exact release, Moodle 4.5.8 (Build: 20251208), just to be accurate. That doesn't mean that I say neither 4.5.7 nor 4.5.8 have this problem. I can update the Moodle to 4.5.latest weekly over the weekend, so that we don't get lost in these various versions. Will check then and report back here. No 5.1 till Summer break the earliest. There is no hurry now, even the topic in the second course that got ruined because of this issue is over now.
 
About submitting a tracker issue: I didn't do it yet waiting for the confirmation of this behaviour from the community. If confirmed, there must be old tracker issues, it would be such a glaring fault. In fact, re-reading the other discussions I collected, it looks like I'm right. Sound complicated. Missing the train due to so many causes, isn't a comforting thought. Whatever, the main thing, I made it! (to take part, I mean - not to miss it ;) )
