In this site Site Administration > Plug-ins > Filters > Manage filters > Multi-Language content > Active? = On and Apply to = Content and headings. But not helping.

You have a Moodle server reachable under http://edu.mydomain. You want those who are in the LAN as the Moodle server to be able to reach it under http://edu. As Gareth already said, that is not going to work. You need to have _one_ thing as $CFG->wwwroot and obviously that needs to be http://edu.mydomain. (OK, there are hacks, but they break other things. Ideally, the network administrator should setup the DNS within the LAN differently from Internet. There edu.mydomain should point to IP address of the server within LAN. But with a decent router setting the DNS within the LAN identical to the Internet should work, unless your institution has a very complicated network structure. In any case you need the help of the network administrators of your institution.

What you say is, the site has English at the default language (Site administration > Language > Lanuage settings), but the login screen should be in Persian? How about setting Language autodetect? Assuming that the user's browser has Persian above English, until he logs in the language will be Persian.
