Appreciate your insights. Unfortunately the pedagogical part does not apply. I am do not teach the language, neither to students nor teachers. It is not my subject!
The subject is: After intensive interactions with teachers who teach the language, almost all in-person, I am exploring the _technology_ which may help them add a blended component to it. As you might have guessed, blended means Moodle to me.

Well, before Moodle there is Unicode, which is not so universal in this part of the world, where local languages are still seen as "Microsoft Word fonts". But that is not the topic here.
The topic is, what else is needed. Word lists, one-to-one mapping either direction, is the next, I imagine. That is where we are. I hope, you understand that we are no at a higher pedagogical level (yet, if ever). We get word lists coming. Right now they are technical terms, separated in to their respective subjects. Unfortunately a) they are never finished. So we need a work-flow to maintain them b) they are usually in one direction.

We are at b) here. But I see that the two are not really independent. Let us say, we get a word list A version 0. Turned it around and made made A' version 0. Then we edit A-0, let's call it A-1. That means we also need an A'-1. So the work-flow should be as short as possible to minimize human errors. And also doable to the teachers themselves. A ViM macro would be my first choice, but consider that unsuitable for the target crowd. What Matthias suggested here
