That is what I am saying. Each case (cause, history) is unique. That is why it is important to have a forum thread per case. We are discussing your case. I posted the links to a couple of _other_ cases, including mine. That doesn't mean that they have the same _problem_, they all have one common _symptom_, that their question banks have exploded.
 
A teacher-duo has managed to "create" 760k questions (in reality out of 4k questions). Imagine the state of the question bank of a whole department of a university!

I have an idea, what you could have meant: The OP says, "When I copy a course into another course, including the quiz, all the questions are also copied into the new course." You say, instead of "copying" (import?) back up the original course leaving leaving the question banks out, then restore it in the target course. Correct?

I don't know. Why should one "copy" a course on another. I assume, the person expects to overwrite the questions too.
