Have you resolved the previous problem, Course Restore stalling out and never completing? If not, your server is not properly set. Throwing more hardware at it is not the most sensible solution. Monitor the server properly and find the weak/malconfigured point.

PHP-FPM has its own adustments. In Debian it is post_max_size in /etc/php/8.1/fpm/php.ini.

How exactly you upgraded is relevant. In short Upgrading but things are more complicated since the basis software like PHP and the DBMS need to be upgraded too. You jumped over 9 Moodle versions! See http://www.syndrega.ch/blog/#php-and-dbms-compatibility-of-major-moodle-releases.

You saw File_upload_size, right?

There is a Moodle Docs page Server_cluster - and also Large installations. I don't know the details. My guess is that the clustering specialists are in their own realm, called A new "Large scale Moodle deployment" support group. Try contacting them.
