Well the obvious. Every version has an Upgrading document. Follow them, if nothing else, the first three items!

In each release notes there is a section called Server requirements that shows the earliest version. For example, https://moodledev.io/general/releases/3.11 tells Moodle upgrade: Moodle 3.6 or later. You may double-check against this chart http://www.syndrega.ch/blog/#php-and-dbms-compatibility-of-major-moodle-releases/.

Note that you need to march dependent software like PHP and the DBMS in parallel. See the same chart.

If I do it, I would take the "LTS path. They are well-tested due to the long life time.

- 3.7.? > 3.7 final (which is 3.7.9)
- 3.7.9 > 3.9 LTS final (which is 3.9.25)
- 3.9.25 > 4.1 LTS final (which is 4.1.22)
- 4.1.22 > 4.5 LTS last (which is 4.5.11, still supported)

Will take a long, long pause there. Firstly 4.5 LTS is supported till October 2027. Secondly, there are some hurdles to jump going to 5.x. So you can take time to practice it. The owners of the site can't be suddenly in a great hurry, if they are still running a 3.7 - first released May 2019!

At a first glance Filesystem repository sounds promising. But a quick check shows the link will be something like mysite/pluginfile.php/766/mod_resource/content/2/my-music%40abcd-20260303-0312.mp4. So unlikely that you'll generate the list in Excel.

The easiest is to host them on a normal web server. Then you'll have links like othersite/upload/my-music%40abcd-20260303-0312.mp4, which suits Excel better.
