Did you see any error messages in the Apache logging, and did you also try to clear the theme caches? This seems to be a local problem with your browser, as your co-worker doesn't have the same problems. Maybe some network settings that cause problems like a proxy server or other settings in your browser? Just thinking out loud

I guess it's a problem on the filesystem of the webserver, not enough rights to delete the plugin files? I don't know if SELinux is activated on your server? This is an extra security measure on Redhat systems.

Hi Keith, did you try to uninstall the plugin with the cli script uninstall_plugins.php (in [Moodle root]/admin/cli)? If you run this with enough rights on Linux (or as a root user) you should be able to uninstall your plugin.

This problem has been fixed in the Moodle 4.0 release (see https://tracker.moodle.org/browse/MDL-73808), the upgrade time has diminished significant.

I see, I am looking at Moodle 4.0 out-of-the-box, and the problem is the enormous amount of settings in the Moodle backend to configure. We're using Moodle 3.9 now, if you start with a clean Moodle 4.0 all your settings are gone and to configure them from scratch is a hell of a job.
