Did you see any error messages in the Apache logging, and did you also try to clear the theme caches? This seems to be a local problem with your browser, as your co-worker doesn't have the same problems. Maybe some network settings that cause problems like a proxy server or other settings in your browser? Just thinking out loud gülüyor
I see, I am looking at Moodle 4.0 out-of-the-box, and the problem is the enormous amount of settings in the Moodle backend to configure. We're using Moodle 3.9 now, if you start with a clean Moodle 4.0 all your settings are gone and to configure them from scratch is a hell of a job.
