Have you already upgraded to the latest Moodle build (4.1.5)? This should solve several issues on this problem

Ken, thanks for the info. I could complete the installation with the proposed fix of Leon in the tracker:

We download the language packs manually and install them together with the Moodle code,
and that works fine.
Ken, this problem was already reported in Moodle 3.9, but now it's a blocking problem because PHP 8.0 sees this as a

Hi Visvanath, the admin/cli/install.php stops at this point, in Moodle 3.9 this wasn't a showstopper. Do you think I should report this as a bug?
