Well, I cannot assess your problem if you already tried to regrade attempts. What I need to see is a screenshot showing a fresh student attempt, without any action from teacher, as below:

PS Please also provide a screenshot like the one I posted, which is what a student sees when they Review their attempt, immediately after submitting their quiz.
