Hi!

No, this is not possible in the Moodle Quiz settings. I've never heard of a minimum time limit for a quiz/test/exam before!

"They want me to block the student during the allotted time of the quiz."

Who are those "they" and what are their reasons? It would be interesting to find out. At least, if a fast student can complete a test in less than the allotted time, I hope they can be allowed to have a cup of tea/coffee/their favourite drink or check their e-mail or have a short nap  before clicking on the Submit button.
