When you are editing a course, as a teacher, in edit mode, you click on Add a Resource. If from the drop-down list you select Compose a text page, of course you do not see any HTML because it is a "pure text" page you are composing.
If, on the other hand, you select Compose a web page, then you have access to the HTML editor. This is the very same HTML editor you and me are using when posting messages on this forum.
You must realize, however, that this is a very simple HTML editor, which does not have all the functions of a full-fledged editor such as Dreamweaver™. If you are curious to look at the HTML code generated by Moodle's HTML editor, you can click on the Toggle HTML Source button in the HTML editor Tool bar.
