As answered by Tim, this is not currently possible in the Quiz module. Have you considered using the Lesson module instead, where flow control is a built-in possibility?

I agree with Tim that too much control over the student's way of answering questions is not necessarily advisable. If as a teacher you were able to require that each and every question should be answered before the student could proceed to the next, then if a student has no idea how to answer e.g. question #1, would you like the idea of forcing them to randomly click any of the choices in order to proceed to #question 2? I wouldn't. In that case, maybe it would be better to make provision for an extra choice for every question, labeled something like d) I don't know?

Finally, one important consideration is whether you plan to use your quiz as a learning or as a testing activity. If it's a learning activity, then you would of course set the 'adaptive mode' quiz parameter to Yes, and make it possible for your students to eventually find the correct answers by trial and error. If a testing activity, then you might consider my proposal of a "I don't know" extra choice.
