If you are seeing a blank page when going to the Admin or notifications page, then you have a serious problem with the last block/plugin/module you added to your moodle installation. The most common cause for the "admin blank page" syndrome is lack of memory on your server*. Please un-install the latest block/module/etc. you installed in order to revert to a situation when your moodle worked. It that solves the problem, then it means you cannot install that particuler module.

In fact I had not really fixed this bug previously. I hope it is now fixed in CONTRIB-1043. Please test and report here.

The program checks that all choices in a rate question have been checked irrespective of whether that question is required or not.
Normally, when a respondent begins to answer such a question, they are expected to complete it. In a required question, it is normal behavior for the error message to be displayed if the question has not been completely answered.
In a non-required option, I see 2 possible options:
1) if that question does not have a N/A column, then if some but not all of the choices have been checked, save the response for that question as empty
2) the second option is the one I suggested in my previous mail, i.e. force such questions to have a N/A column, with all N/A choices pre-selected by default.
I see no other option.

Je ne suis pas sûr de bien comprendre. Tu veux dire que, dans Ressources de Cours, en cliquant sur l'icône X (supprimer) sur la ligne du lien vers le fichier pdf "test", tu ne peux pas supprimer ce lien?
