I've just had a look at MDL-3282. This isssue is far from being clear-cut, for at least 2 reasons.
#1 Moodle sites with more than one language being used in its courses
This is the case of the institution (University) where I teach. Most of the courses are set as using French language, and a few courses (including mine) use English. If a site-wide numerical formatting (for both thousands and decimal separators) were to be set by admin, then it would of course be set to French, but would not suit my English courses.
#2 Disagreement in the use of standards
Even within a language community there is disagreement as to which standards to apply for numbers.
Solution? In my opinion, it is high time for the formatting of numbers to follow a unique scientific standard, which would probably be as follows:
thousands separator: a blank space (no commas, etc.)
decimal separator: a full stop (no commas, etc.)
as in : 12 598.25 for twelve thousand five hundred ninety eight point twenty five.

PS.- The final decision is beyond of the scope of Moodle, and resides in the goodwill of users to use international standards.
