But, in the multiple choice question type the students only click their choice answer, they have nothing to type, so they don't need the HTML editor.

Please clarify your problem, and provide some examples (with screen shots).

Either we improve quiz options or we improve lessons.

Ideally both quiz options and the lesson module should be improved. Unfortunately at the moment the lesson module seems to be no longer actively maintained.

Have you tried renaming your gif file all in lowercase characters: /theme/wsuonline/images/wsuonline.gif ?
