Sorry, Mauno, but you got it wrong.
The HTML editor is enabled for the Essay question type in the Quiz module. It is not available in the Lesson module at all.

It is quite impossible to use the HTML editor with the Short Answer question type. The HTML editor introduces HTML code which could not be interpreted by the Short Answer response analysis system, do the student's response must be plain text.

There is indeed no way to specify a "case counts" parameter in GIFT format.
