I'm afraid you can't use HTML tags in dropdown lists. This is a general rule, nothing to do with Moodle itself.

Hello Dáša,
Are you talking about the Questionnaire module (which is really a survey type of activity) or about the Quiz module (in which questions are asked to test the students' knowledge)?
