I'm 99% sure it was fixed for a brief period of time shortly after I reported it. It is now broken again.

I already reported that bug on Sep. 1st and it has been fixed. That bug now has 3 reports in the tracker MDL-24023 MDL-24036 MDL-24095 .
Before reporting a bug (here and in the tracker), please a) always use the very latest update of moodle 2.0 (in case the bug has been recently fixed) and b) try to search the tracker for similar report (although I'll admit that searching the tracker is not very easy).

Hi Angela,
I vaguely remember that what you wish was theorically possible when inserting a link to a ressource, on an old version of Moodle, years ago. It was called something like "local file". Actually, I never managed to make it work and that feature has been discontinued. There are a few (old) discussions related to the problem in these forums, see these Search results.
The best I can suggest is that you create a short text with instructions to the student telling them to start the CD/DVD on their machine when needed.

Not sure I understand what you mean by shapes "running across the top". Do you mean a line of shapes or an animated image (such as GIF, etc.). Be aware that an animated image would be quite distracting for the student and I strongly advise against it.

I don't think you need to change the CSS style to achieve what you want. But please provide more explanations so we can understand better what you want to do. A mock-up screenshot would be useful.
