How can I add a comment in JIRA ? Even though I am logged in, I do not see any way to add my own comment to a bug report/discussion.

You write "these responses are subjective in nature and may not exactly match the expected keyword or phrasing".
You are expecting far too much from a Moodle shortanswer question! And inserting a (*) wildcard character will not help much either, since it might accept lots of unwanted answers.
You cannot expect such a "subjective" answer to be automatically evaluated by the standard Moodle question types. You could use qtype_pmatch or qtype_essayautograde or qtype_regexp, but don't expect miracles...
