There have been several discussions on this and answers can be found within this forum.
I have just found out that if you create a quiz category within a course you can insert the quiz from that category within another course but can't view the quizzes images. I now know the reasons for this.
This is not fully true. if a student has access to the course in which images are located, he CAN see images.
secondly, if images are in a common public folder like http://www.yoursite.com/imagefolder and a link of insertion is put in questions like <img src="http://www.yoursite.com/imagefolder/sampleimage.jpg"> then anyone doing the course can see it.
lastly, have you explored the metacourse option? it may suit your needs.

Moodle does not delete data from the database. in fact Hansen and I had a discussion on this and (do read it)Nicole did file a bug , too, here http://tracker.moodle.org/browse/MDL-6782

You can do that using the quiz results overview. There is an option at the bottom for which results ot show, and one of the options should show all results, including students who are no longer enrolled.
And once you can see the attempts in that table, you can select them and delete them.
