Have you considered the metacourse option?
actually this can be done pretty easily (I suppose
)
Just backup your course from which you need to eliminate users(lets say course-1.while doing that, do not backup the users. see screenshot.
then create a new course called course-1(new)
in this, restore the backup of course-1. this will not have the users.
At this stage, since those students are still in moodle, you can check the teachers of course-1 and make them teachers in course-1(new) again.
so you will have same course with same teachers but with no students of past year.
subsequently, delete course-1 and rename the course-1(new) to course-1.
don't forget to put a notice that all students of past session have been unenrolled lest you are flooded with e-mails abt it.

- I'd request you to DO it first and then pose questions where you hit a roadblock. One has to get his feet wet, you see
Of coure, what do you expect in a quiz to happen? If you have answered a question correctly, then what can the quiz possibly do?
- give a feedback, if selected by teacher
- then move on to next question, if any
- or end the quiz if that is the end
