The natural candidate for your purpose is the Database module but the current module has some limitations and a rather awkward way to individualize the activity if that's what you need. If you can use add-ons you may want to consider the Dataform module which is a major enhancment of the Dataform module and can allow you to implement your envisioned activity.

The typical use of a peer review activity is such that a participant (individual or group) engages in two distinct sub-activities: producing a certain artifact and reviewing others' artifacts. These sub-activities are typically graded separately by the instructor. At this point we are making the reviews available to participants in the Revision phase so that they benefit from their peers' comments. But there is no peer grading per se.

As a matter of fact the duplicate option does backup/restore but without user data. So it's really just terminology. Still I agree that it may be somewhat intimidating for some. This may be a viable usability issue with respect to all modules and it may be worthwhile to open a tracker issue for it if not already exists.

Have you considered the approach described at Personalized access to course activities/resources? You can easily set it up to include a link to the activity, Moodle or external, in the user entries. hth
