Sounds more like a licencing stand-off than there's some technical reason for abandoning Redis.
At a very quick glance, I don't see a Moodle plugin for Valkey. Might be an interesting project.
We have a very big investment in failover Redis for our Moodle. So changing would be annoying, to say the least.

GD was a requirement in Moodle 4.5 as well.

AND.... you've got sslproxy and reverseproxy set to true. What's going on here that you haven't told us? I'm guessing that you are trying to force Moodle to work in some way that is not supported. And, more likely than not, hence your problem.
