Where did you get the Moodle code? What instructions are you following to install Moodle? What server/hosting/OS are you installing on?

There seems to be a (slightly) newer version of the plugin available - https://moodle.org/plugins/theme_boost_union/versions

This is just my assumption, not an official response... as Moodle 4.1.x is now in the "security fixes only" phase, I would assume that there have been no fixes to release since 4.1.18 was released.

I'm not sure how to measure "too big". Do you mean "scroll of death", too many files (or sum of file sizes) or something else?
