I don't know but your site seems very sick. It's running incredibly slowly. I don't know anything about Cloudflare but that probably explains the timeout. You're also running an old/unsupported version.

I'm not happy about all those "to be deleted" plugins.

If you haven't done so already, enable Debugging (probably in config.php under the circumstances). When did it last run properly? What changed since then? Don't say "nothing" because something did.

Some of this is quite out of date but is still useful. 

Three people have explained why (so far)

There have been NO changes to Moodle 4.1 since the release of 4.1.18. If there are no changes then there is no update and no + version. It doesn't make sense to create a + version that is exactly the same as the non + version.

As version 4.1 is nearing "end of life" you would/should only expect urgent security fixes to be added. There haven't been any.
